The proposed construction of the Depot Apartments complex at 705 S. Madison St. in Ludington — the site of the vacant railroad depot north of Whitehall Industries — has come to a standstill.

The Indianapolis-based developer Herman & Kittle Properties Inc. applied two times for rental housing tax credits from the Michigan State Housing Development Authority (MSHDA) to help make the apartment construction financially feasible, but each time the project has been denied the credits, said Caroline Kimmel, the Depot Apartments’ development director.
